Recently gcc v 5 was announced. Wanting to try something to explicitly use the new compiler, I checked my repositories and selected gnome-system-monitor. It needed gettext. My version was just shy of the requirement so I downloaded the latest version and built the new version. Sometimes building new versions are problematic. gettext came from here .

Tracking action performed:
date: 07/12/2018 : output voltage according to digital display 56V. Try loading it and measuring current. Try a 20K potentiometer.
